Lawrence
E. McCray
received his MBA from Union College and his PhD in political
science [specializing in science policy] from MIT.
He served as the head of the regulatory reform unit of
the US Environmental Protection Agency, as Assistant Director
of the U. S. Regulatory Council in the Executive Office
of the President, and as the founding Director of the
Policy Division of the National Research Council - National
Academy of Sciences.
His primary areas of expertise are risk assessment, decision-making,
and the role of knowledge in policy formation.
His work in PoET has included the issue of predicting
the effects of new technology, with particular reference
to the laser; the use of adaptation as a strategy for
introducing new technology; and the institutional means
of assessing the social impact of emerging technologies.
He received best staff awards at EPA and the National
Academy, and his dissertation won the political science
association's award for the best thesis in American government
and politics.
